The Stalker, an often used horror trope that normally works quite well even if the threat isn’t initially scary or menacing. How effective that stalker is for the duration of the game/movie/etc. depends on their overall performance and design. Having a creepy stalker is fine and good, but if their performance is poor they become ineffectual as stalkers at best and at worst end up being laughably incompetent (read: Funny). The same can happen if the design is poor. Look at any number of Jeff the killer games or “Granny” for an example. In those two cases the premise is interesting but the stalkers are so poorly designed it’s funny rather than terrifying.
An example of a well-designed stalker would be the following:

Though Nemesis and Pyramid head are also great choices neither of them has a movie coming out, let alone having a good movie period. Michael Myers is a bit of a complicated character. He has a lot of changes and retcons done to him over the years. Generally speaking though I’ve always felt that Michael Myers as a villain is simply evil and I can “enjoy” a villain like that. A villain who despite what they may feel (considering Halloween 5) does what they want anyway, and is persistent to that end. Twenty years after his last outing he manages to track down Laurie and her son with the intent to kill them. Twenty years and he’s still at it. There are marriages that don’t even last that long and this guy gains nothing but some self-satisfaction for murdering her.
Michael is everything you could want in a good stalker villain. An ever present threat that challenges your feeling of security as it tears its way to you. Always moving, always watching, just for you. Menacing and cruel it wants you and there really isn’t much reason to it all. You can’t reason with him, you can’t plead to him. You can only run or fight. No matter your choice your life is changed forever and he’ll always be a part of it.
